Bidders must submit a W-9.
They must provide a valid federal taxpayer ID or Social Security number.
Bidders must pay a deposit by ACH and set a budget amount before bidding.
The maximum budget can equal up to 10 times the deposit amount.
Payments for awarded certificates must use ACH.
