Terms of Sale:
Jackson County will sell delinquent property tax liens through the annual Iowa tax sale process. Winning bidders purchase tax sale certificates, not immediate ownership of the property.
Each bidder must register online at GovEase. Jackson County will not accept mailed or emailed registrations. Each bidding account must pay a non-refundable $40 registration fee before GovEase can approve the account for bidding.
Each bidding account must also complete an IRS W-9 form. Business bidders may need to upload a current Certificate of Existence, Certificate of Authorization, designation of agent for service of process, or verified trade name documentation, depending on the bidder’s business structure.
Jackson County uses a bid-down interest format. The sale begins with a 100% undivided interest, and bidders can bid down in whole percentage points from 99% to 1%. Jackson County will award the tax sale certificate to the bidder who offers the smallest percentage for the total amount due. If two or more bidders enter the same lowest percentage, the system will select the winning bidder through a random selection process.
Winning bidders must pay the total amount due by 4:00 PM CDT on the sale date. The total may include delinquent taxes, special assessments, interest, collection fees, publishing costs, and a $20 certificate fee for each certificate purchased.
The tax sale certificate does not transfer ownership. Iowa tax sale investors earn 2% interest per month on redeemed certificates. For a regular tax sale certificate, the certificate holder may issue a 90-day Notice of Right of Redemption after one year and nine months from the tax sale date. If the parcel does not redeem during the required period, the certificate holder may start the tax deed process.
